item to look at from a supervisor's office and working with supervisor avalos we looked at what is good. the first one started out as appointment to commissions. in discussions with supervisor avalos there was interest to expand that and possibly turn this not just appointments to commissions but how -- when elected positions become open how does the process look compared to other jurisdictions and places around the country? so we expanded that topic. that is something that can be done in house by staff on this. the next item was jobs in the tech sector. after further discussion with supervisor avalos who brought this item up it was determined maybe hold off on this and revisit it in the future if something new comes up on that subject. >> i believe supervisor kim on the board of supervisors is looking at that issue and holding a public hearing on it. >> correct. so we will wait until something comes out of that process. tree maintenance and landscaping performed by the city. there is a meeting next week of a bunch of different stakeholders between city government and community

the following my colleagues the following colleagues who have co sponsored this resolution supervisors avalos, breed, chiu, farrell, kim, mar and wiener. higher education truly is the key to success in this country and the ability of many students to attend an institution of of higher learning is based largely on their ability to secure financial assistance. i know from my own personal experience i'll not be here today sitting in this chair without the ability to have received financial assistance to go to college and to go to law school. unfortunately, the cost of the higher education continues to rise for private, public and for profit community colleges thought this country and students and families in san francisco are right now in the ross pros of making very important decisions about their future. so it is critical that we as a city increase the awareness about financial aid and how the process worgz and specifically the free application for federal student aid, the f a f s a application, which if completed will ensure that student have access to the many reresource available to them

in the bart system. >> okay, okay. >> thank you. >> supervisor avalos? >> just a quick question. just a quick question. mr. rose touched upon it, that the feeder agreement, he described i think he said voluntary. and historically how does that agreement come about? no one really describes anything where there is a payment made as voluntary. so, i'm a little bit surprised by that wording and how did this agreement first come about, what was the rationale behind it and policy objective? >> it predates me. back in 1987 there was a decision made regionally that bart should contribute to sfmta for the bringing the riders to the bart system. and, so, it has continued to that date. and as mr. lee said, it was to be raised on the number of connecting riders. but there was i guess the available -- the data was not able to be collected. so, the metropolitan transportation commission changed the formula to be linked to sales tax. which is somewhat reflective of the economy and the level of rider ship and the health of the bay area as the economy does better sales tax goes up, ridership goes up. and as i

and also on saturday, i was happy to be at the community inauguration at our city's -- supervisor avalos and i were enjoying the community spirit that was will and alhando said that he wants to see poetry come into all chambers of government and so i look forward to his ideas and supporting those in strengthening our community with poetry and i also want to say that i tended on sun day a ceremony with maritally and it was a civil rights heros by the asian caucus and other and is our great alumni of san francisco state and dany tbloiver was the m c and he was wonderful and but he gave property props and recognition to some of the asian pacific islander communities like [name?] andsure coach yes, i amia who was also a great frequent friend of his as well and filipino labor leaders like larry [name?] and phillip vera cruz to hey had a aian leaders and many others from our history of struggle in the asian and pacific islanderrer community but it was a wonderful program and congratulations to the hero's program and i also p wanted to say that tomorrow another asian and pacific islander event

[laughter] >> i just think it's really important to actually acknowledge decisions we make and what the impact is to overall san francisco. i see that we are making a very large investment that's going to have a major impact on moscone and jobs and the hotel room industry. we're using a lot of general fund, a third of the financing come from the general fund. what we don't see -- we're going to see economic benefits to the city, $180 million in a year in economic benefit for the city itself in terms of revenue, about $13 million supported by ted eagan. and, so, we're seeing an expansion of general fund dollars that is going to come from this. we've made other decisions recently around providing huge benefit and support general fund
